Preamble
If it is well known that the university is the ideal place for scientific activity that stimulates development in its comprehensive sense and growth with its economic and social implications, it is necessary to remind that it is also the natural environment for scientific research, which is indispensable as the basic activity of the professor-researcher and students and a requirement of the university’s partners.
On the other hand, digitization, as a conversion of “old” media into digital data, has become an indispensable strategy in the era of “information at the speed of light” that we and the world around us live in, where the rapid development of technology has highlighted our urgent need to integrate automated management and use the capabilities of digital storage, processing and organization in various fields, including the field of scientific research, the digitization of which is a pivotal step in enhancing the efficiency and effectiveness of scientific production, facilitating access to sources and references and achieving scientific cooperation on a wider scale.
The need for scientific research at the university to digitize as a strategy that not only saves effort and time, but also allows for a partial change in the concept of scientific research itself, in that it will not become an isolated individual or institutional activity, but rather a collaborative effort with a national, regional or global impact.
In Algeria, digitization initiatives in various sectors face multiple challenges ranging from the lack of technical infrastructure and the absence of clear legislation, to the lack of qualified competencies. In addition to the limited funding allocated to digitization projects, from which the need for those interested in digitizing scientific research in Algeria becomes clear to consider two basic matters: the first is the extent to which digitizing scientific research contributes to improving the quality of scientific production in Algeria, and the second is the nature of the challenges that prevent this digitization. Accordingly, the problem raised by the forum appears, and it is hoped that its participants will enrich it and try to answer it in the following question: What hinders the digitization of scientific research in Algeria? What is the impact of this digitization? This is a question that undoubtedly calls for exploring the opportunities available to Algerian researchers to engage in digital spaces that support their research, identifying the structural and organizational factors necessary for the success of the digitization process, and overcoming the obstacles that hinder the development of scientific research in the Algerian digital environment.
