Preamble
The world today is witnessing a new phase of accelerated technological transformation that has affected all levels of human activity, starting with the family and ending with all forms of society, especially the educational system in all its stages. The use of information technology and all the quality, speed and digitization of various data provided by this technological transformation has become an urgent necessity that has imposed itself on all levels of the educational system, especially higher education, because it is linked to the elite of society, professors and students, and is the main engine for the progress of the university and its modernization in line with this technological transformation.

The university professor represents the strongest link in the triple role (education, scientific research and community service) and is the main engine for the progress and modernization of the university in proportion to this technological transformation, and because the latter is characterized by speed and continuity, in addition to the difficulties and challenges imposed and left by the “Corona” pandemic as a result of the closure of universities due to quarantine, which forced the authorities to change the traditional educational methods by applying the distance education system and the need to use digital technologies such as the use of educational platforms

All this created a knowledge gap for the university professor due to his ignorance of the uses and requirements of these modern technologies, which made it necessary to develop training procedures and the intervention of certain regulatory bodies in order to update some laws and impose a set of rules appropriate to the requirements of this stage, which revealed the lack of adaptation of the university professor to the technological and digital transformation.
