In accordance with the  joint ministerial order of Rajab 8th 1425, corresponding to August 24th 2004, establishing the administrative organization of university rectorate, faculty, institute, annex and common services, published in the Official Journal No. 62, on Chaabane 26th 1425, corresponding to September 26th 2004, the General Secretariat is assigned to:


  • Manage the university staff careers in accordance with the attributions conferred to faculties and institutes.
  • Prepare the university draft budget and overseas its execution.
  • Monitor laboratories and research units funding.
  • Ensure the proper functioning of the Common Services of the university.
  • Implement and develop cultural and sport activities of the university.
  • Monitor and coordinate internal safety plans of the university in relation with the ministerial internal safety office.
  • Manage and preserve and the archives and the Rectorate documents.
  • Ensure the functioning and the management of university Order Office.

The General Secretariat, to which the General Order Office and the Internal Safety Office are linked, includes the following sub-directorates :
1. Sub-directorate of Personnel and Training.
2. Sub-directorate of Finance and Accounting.
3. Sub-directorate of Resources and Maintenance.
4. Sub-directorate of Scientific, Cultural and Sports Activities. 

The Sub-Directorate of Personnel and Training is responsible for :
1. Managing the career paths of users of the university administration and shared services, as well as those appointed by the university president.
2. Developing and implementing training plans, improving the level and updating the information of administrative, technical and service staff of the university.
3. Ensuring the management of the university's user population while ensuring a consistent distribution between faculties, institutes and annexes.
4. Coordination of the preparation and implementation of human resources management plans for the university.

And includes the following interests :
1. Department of teacher's services.
2. Department of Administrative and Technical Staff and Support Workers.
3. Training, Development, and Information Renewal Department.

The Sub-Directorate of Finance and Accounting is responsible for :
1. Preparing the University's Draft Budget Based on Proposals from Deans of Faculties and Directors of Institutes and Annexes.
2. Monitoring the Implementation of the University Budget.
3. Preparing and Delegating Budget Appropriations to Deans of Faculties and Directors of Institutes and Annexes, Ensuring Monitoring and Implementation.
4. Monitoring the funding of research activities carried out by laboratories and units.
5. Improving University Accounting.
And it includes the following interests:
1. Budget and Accounting Department.
2. Research Activities Funding Department.
3. Management and Procurement Monitoring Department.

The Sub-Directorate of Resources and Maintenance is responsible for :
1. Ensuring the provision of means of transportation to the bodies affiliated with the university administration and the common interests.
2. Ensuring the maintenance of movable and immovable property of the university administration and common interests.
3. Keeping inventory records.
4. Ensuring the preservation and maintenance of the university's archives.
5. Ensuring the management of the university administration's parking lot.

And it includes the following departments :
1. Resources and Inventory Department.
2. Cleaning and Maintenance Department.
3. Archives Department.

The Sub-Directorate of Scientific, Cultural and Sports Activities is responsible for :
1. Promoting and Developing Scientific and Cultural Activities in the University for the Benefit of Students.
2. Organizing Recreational Activities.
3. Supporting Sports Activities in the Framework of University Sports.
4. Organizing Social Activities for the Benefit of University Users.

And it includes the following departments :
1. Department of Scientific and Cultural Activities.
2. Sports and Recreational Activities Department.
